How are the current blood moons related to the blood moons spoken of in Matthew, Joel, Acts, and Revelation? I have read each of these verses and it points to the second coming of God.

Why does Acts 9:7 say that those traveling with Paul heard a voice, but Acts 22:9 says that they heard no voice? I believe the Bible is perfect, but I can’t understand this.
