First of all, God’s love is unconditional in that He loves ALL MEN no matter what their condition is. “God SO LOVED THE WORLD, that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.” This means that ALL MEN can, as you say, “come to Him in any condition.” A famous hymn puts it this way: Just as I am, without one plea, but that Thy blood was shed for me, and that Thou bidst me come to Thee, O Lamb of God, I come! I come!

Jesus does indeed invite us to come to Him for salvation in Matthew 11:28, “Come to Me, all you who labor and are heavy laden, and I will give you rest.” God desires ALL MEN to be saved (1 Timothy 2:3-4). Jesus died so ALL MEN could be saved (2 Corinthians 5:14-15). And as we just saw, Jesus invites ALL MEN to come to Him as a burdened sinner and He will give them the “REST of salvation.” So, we do see one condition in His invitation; we must come acknowledging we are A SINNER in need of salvation. We call this REPENTANCE, for the word “repent” means a “change of mind” and in this case it is a “change of mind about our sinful condition.” Jesus told sinners to “REPENT, and believe the gospel” (Mark 1:15). The Apostle Paul preached “REPENTANCE toward God, and faith toward our Lord Jesus Christ” (Acts 20:21). Did you happen to notice “another condition” in addition to REPENTANCE? We must BELIEVE THE GOSPEL (good news) OF CHRIST to be saved. Jesus said to “BELIEVE the gospel” and Paul preached “FAITH toward our Lord Jesus Christ.” These two conditions (REPENTANCE and FAITH) are the only two conditions for coming to Christ for salvation. I should point out that these conditions are NOT TWO GOOD WORKS, for salvation is “not of works, lest anyone should boast” (see Ephesians 2:8-9). To Illustrate, if a man is very sick and goes to a doctor to be healed, he is NOT healed because he acknowledges he’s sick. Likewise, a sinner is not saved because he admits he’s a sinner. When the sick man is healed, he is healed by “taking the medicine” but he will not boast to others because he took the medicine, he will give all the credit TO THE MEDICINE for healing him. When a sinner is saved by “believing on Christ” he won’t boast of his faith, he will boast of his Savior and give all the credit to Christ who died for him on the cross to save him. This is why the Apostle Paul said, “God forbid that I should boast, except in the cross of our Lord Jesus Christ” (Galatians 6:14).

Regarding those who have never heard God’s Word and the gospel of Jesus Christ, men will never be judged by that which they have never heard. But men will be judged by the “LIGHT they have received from God.” God has given all men “the LIGHT of creation” and if they don’t believe God is the Creator they will be without excuse on the Day of Judgment. We read in Romans 1:18-20, “For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness, because what MAY BE KNOWN OF GOD IS MANIFEST IN THEM, FOR GOD HAS SHOWN IT TO THEM. For since the creation of the world His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and Godhead, so that THEY ARE WITHOUT EXCUSE.” I have met many people who reject the truth of God as the Creator, and they then proudly speak of evolution or some other fanciful theory. They look up at the sky (during day or night) and see the same wonders of heaven that we do and yet they believe it all happened BY CHANCE. Psalm 19:1-3 says, “The heavens declare the glory of God; and the firmament shows His handiwork. Day unto day utters speech, and night unto night reveals knowledge. There is no speech nor language where their voice is not heard.” God HAS SPOKEN TO ALL MEN and those who do not believe will be judged for rejecting the “LIGHT of creation.” He will say to them, “I manifested Myself to you through the things that are made yet you did not believe in Me. You are without excuse!”  (DO)  (614.3)
