The word “headquarters” (which is not found in the Bible) means “the premises occupied by a military commander and his staff.” I will not be commenting on the vision you refer to where your pastor said “I have Headquarters” but we will see that “God has Headquarters in His kingdom.”

In the book of Daniel chapters 1-4 we have the story of the “king of Babylon,” whose name was Nebuchadnezzar. He was a wicked king yet God was speaking to him in dreams and using Daniel to interpret those dreams to show him that God was in control of his kingdom and the kingdoms that were to follow. Yet even though he acknowledged, to some extent, that Daniel’s God was a “revealer of secrets” (2:47), he remained very proud and refused to believe that God was in control. We see his great pride expressed in 4:29-30, “At the end of the twelve months he was walking about the royal palace of Babylon. The king spoke, saying, ‘Is not this great Babylon, that I HAVE BUILT for a royal dwelling by MY MIGHTY POWER, and for the honor of MY MAJESTY.” Immediately after he spoke these words, we read, “While the word was still in the king’s mouth, a voice fell from heaven: ‘King Nebuchadnezzar, to you it is spoken; the KINGDOM HAS DEPARTED FROM YOU! And they shall drive you from men, and your dwelling shall be with the beasts of the field. They shall make you eat grass like oxen; and seven times shall pass over you, until you know that the Most High RULES IN THE KINGDOM OF MEN, and gives it to whomever He chooses” (verses 31-32). In verse 33 we see “that very hour the word was fulfilled concerning Nebuchadnezzar.” God used this humiliating experience to humble this great monarch and in verses 34-35 we read, “And at the end of the time I, Nebuchadnezzar, lifted my EYES TO HEAVEN, and my understanding returned to me; and I blessed the Most High and praised and honored Him who lives forever: For His dominion is an everlasting dominion, and HIS KINGDOM is from generation to generation. All the inhabitants of the earth are reputed as nothing; He does according to His will in the ARMY OF HEAVEN and among the inhabitants of the earth. No one can restrain His hand or say to Him, ‘What have You done?’”  He went on to speak of how his reason and his kingdom was restored to him in verse 36 and then we heard these marvelous words proceed out of his mouth, “Now I, Nebuchadnezzar, praise and extol and honor the KING OF HEAVEN, all of whose works are truth, and His ways justice. And those who walk in pride He is able to put down.”

What an amazing conversion! We know that he was truly converted by his praise of God and his acknowledging that God “rules in the kingdom of men…according to His will in the ARMY OF HEAVEN.”  We saw that the meaning of “headquarters” is “the premises occupied by a military commander and his staff” and Nebuchadnezzar’s words teach us that the headquarters of God and His army is in HEAVEN.

When the Lord Jesus was on earth, He was speaking to His disciples about performing oaths and He said, “But I say to you, do not swear at all: neither by HEAVEN, FOR IT IS GOD’S THRONE; nor by the earth, for it is His footstool; nor by Jerusalem, for it is the city of the great King” (Matthew 5:34-35). The Lord was echoing the words of Nebuchadnezzar by proclaiming that “HEAVEN is where God’s Throne is;” in other words, that is where “God’s HEADQUARTERS are.” But notice, He went on to speak of Jerusalem, the “city of the great King.” Though God’s headquarters are now in HEAVEN, there is a day coming when He will send His Son to earth to reign over the earth. During Christ’s “Millennial Kingdom” His HEADQUARTERS will be in JERUSALEM. He is the “King of kings” (Revelation 19:16) and Jerusalem will be the “city of the GREAT KING.” I will close by giving you some scriptures to look up and study, which clearly teach that Jerusalem will be God’s chosen city (headquarters) on earth during the reign of Christ.
